Andorra is a tiny constitutional principality with two —yes, you read well, two— heads of state:
the president of France and the Bishop of Urgel in Catalonia serve as co-princes in the position of head of state.
The function of prince is purely ceremonial without any real power, but a short visit to Andorra is proof enough
of the dominance of the church: all roadsigns are of Spanish make. Monsieur Le Président de la République
is obviously not in a position to enforce his own choice of roadsign brand (visit France).
