Roadwork signs in Uzbekistan belong to the Russian Group of signs found everywhere in the former Soviet block (e.g. Kazachstan, Belarus). The thoroughbred sign collector will notice that the Uzbeks deviate in one small aspect: they are people of one piece. The Russian kind is composed of several body parts, at least 2 (leg and rest of the body) but often more (5 parts + head in Lithuania).

Most peculiar interpretation as the heap is see-through ! The spade can be seen although stuck into the heap. Germany and Macedonia are the only countries where we've found something similar.

This is going the way of Bosnia-Herzegovina where the heap —or the blade of the spade— is reduced to a small dot.
